I feel, $10 is a reasonable figure. But most important Question is Will You be Paid?

It probably depends on the niche and the market. For a TE, a $10 minimum is fair if, as stated above, commissions are paid, and consequently, if the TE owner has a business plan.

Our local grocery store has a loyalty program. For every dollar spent, you get points that can be used in-house or saved up for a Visa cash card. It takes 10K points to qualify for a $10 cashout. With that same 10K points, you could have got numerous items either free or at a reduced price over that time.
I asked the owner how many Visa cards customers have claimed this year (research for a similar program we are considering). His answer? Two! Most customers use the points in-house first.
This was the idea behind having commission payout higher than upgrade or credit costs, so people used them. It doesn't actually cost the customer anything out-of-pocket, they get the benefits, and it keeps commissions in-house. Sound business logic.
It is not the fault of the program owner that you can not reach the previously agreed upon cashout value, no matter what that is. You DID agree when you joined to the stipulations for payout, and in most cases, the means to benefit under that threshold are provided.
I am not arguing that payout levels should be unduly high, by any means. We all have our own opinions as to what is 'within reason' for each situation.
If I were to open a new program, I would take into consideration what the potential consumer/customer thought reasonable, and balance that against other aspects to find a medium that works for everyone involved. However, asking existing programs with established protocols to lower them may be unrealistic.

Yeah thats a good point, I mean someone getting upset that they aren't able to cash out at 10 bucks because they have 9.40 in the commissions...Simple remedy, refer more paying customers

Best way to keep members happy is to pay them.
Site owners get paid first, why string along a member, specially if that member is pay
their upgrade monthly.
